Hi i am dng ece 2 yr.. i wish to do MS in singapore..what is the eligibilty to get in top university

i got 90% in 1st and 2nd sem but in 3rd sem i got an arrear…could i able to do Ms with scholarship?i have hope that i can increase my % in my upcoming sem..Plz guide me
